September 9, 2025 Dear AID Family and Friends, In order to better meet the needs and continue to move towards client-centered, client-controlled services, AID has moved to right size our health services for IDD. These services have been brought into IDD programs organizational structure in order to improve outcomes and enhance healthcare. These services are no longer supervised by the COO and are now the responsibility of the IDD Services department. These changes reflect the structure that is already in place in the Behavioral Health department. AID’s four Registered Nurse Trainers (RNT), LPN and dietitian will report to the Director of Client Services for their respective teams. These transitions in reporting will be effective immediately. Due to these changes in supervision, the positions of Director of Health Services and Nurse Manager have been eliminated. To assure quality care continues during this transition AID has engaged KAB Community Care Consulting. KAB CCC is a trusted provider of Rule 116 services in Illinois and used by many other IDD provider agencies in this area. KAB CCC staff are fully licensed RNTs capable of preforming all functions required by Rule 116 by an RNT in a CILA or ICILA home. KAB CCC staff will begin working with AID effective immediately. The four RNTs with the assistance of the LPN will continue to perform the majority of the functions required of a nurse under Rule 116. This includes client health assessments, maintenance of individual Medication Administration Records (MAR), oversite of medication refills and controlled substances, medication error reporting and quality assurance. The Rule 116 function of training and authorizing direct support staff to administer medication will be delegated to KAB Community Care Consulting. In addition to improved outcomes for the people we serve and improved efficiency, there will be a cost savings to the organization. The cost of nursing services prior to this change was double the amount of Medicaid revenue received for such services. The steps of consolidating departments, eliminating positions and use of a contractor has brought the program closer to a balanced budget. AID will continue to support CILA and ICILA clients to use StationMD as an alternative to a brick and mortar urgent care if they choose to opt into the service.
